AVALON APPROVES NEW IRRIGATION REGULATIONS TO PROMOTE WATER CONSERVATION
Property owners may qualify for $200 rebate for retrofitting systems

(Avalon, NJ)—The Avalon Borough Council approved a new ordinance that establishes new irrigation regulations for the community. The ordinance was given unanimous approval during the Wednesday, March 28th Borough Council meeting.

“These new irrigation guidelines will greatly help the Borough comply with the water allocation permit provided by the New Jersey Department of Environmental Protection”, said Avalon Council President Dr. Nancy Hudanich. “These new regulations were derived in part from a comprehensive water conservation experiment on three identical traffic islands along Dune Drive. The scientific results of that experiment provided us with the research and data we needed to effect positive change to water use in our community”

The new ordinance amends both Chapter 27 (Zoning) and Chapter 14 (Water and Sewage) of the code of revised general ordinances established in 2000 regarding water irrigation and water conservation in the Borough of Avalon. The ordinance changes affect any new irrigation systems or retrofits that are installed in the Borough. Among the changes included in the new ordinance:

-All newly installed or retrofitted irrigation control systems shall utilize “smart” technology controllers; these controllers incorporate one or more sensors to prevent excessive watering.
-Each system shall utilize a rain sensor and/or at least one other weather or soil moisture sensor.
-Rotators and spray irrigation heads may be utilized only if they have a maximum precipitation rate not to exceed 1.25 inches per hour as per published manufacturer’s specifications.
-Systems shall be designed and positioned as to prevent overspray onto sidewalks, streets, adjacent properties, or any natural body of water
-Drip and/or soaker technology may be utilized provided the system has pressure compensating emitters as per published manufacturers’ specifications.

All new construction in the Borough will use smart technology controllers and advanced technology drip and spray head fixtures.

Additionally, all irrigation systems shall be restricted to comply with an established schedule. All properties located from the midline of 30th Street north to the Borough limit may water on Tuesdays, Thursdays, and Saturdays. All properties south of that limit may water Wednesdays, Fridays, and Sundays. Lawn watering is prohibited on Mondays throughout the entire Borough. All systems shall be set to water lawns and planting beds only between the hours of midnight and 9:00am.

The Borough of Avalon is incentivizing property owners to retrofit their existing irrigation systems. A $200 rebate is offered to property owners, while funds last, to encourage property owners to retrofit their systems. The program is being processed through a plumbing permit issued by the Borough of Avalon. More information is available at the Avalon Construction Office, located inside Avalon Borough Hall, 3100 Dune Drive, Avalon. Property owners who comply will receive an “Avalon Green Yard” emblem for recognition in the community.

The Avalon Planning/Zoning Board and the Avalon Borough Council both approved changes to the irrigation policies following an extensive scientific experiment conducted on three traffic islands along Dune Drive in 2011. Under real-time weather conditions, three traffic islands were reconstructed with three different irrigation technologies. Irrigation and landscaping experts donated their time and materials to this water conservation experiment. The general health and appearance of the traffic islands were carefully monitored and recorded through spring, summer, and fall months.

AVALON BOULEVARD CONSTRUCTION WORK TO CEASE FOR HOLIDAY

(Avalon, NJ)—The major construction project along Avalon Boulevard in Avalon and Middle Township will cease for the upcoming Memorial Day holiday weekend. It is possible that the speed limit along the entire boulevard may be elevated back to 50mph in time for the holiday weekend.

According to the Cape May County Municipal Utilities Authority, all three pipes that have been installed along the boulevard are operational and functioning smoothly. The contractor for the project will be paving some low spots along the shoulder of the road and conducting some landscaping and site remediation through Thursday afternoon. If the contractor is able to accomplish this work, it is possible the construction speed limit of 25mph along the boulevard will be alleviated in time for the holiday weekend.

Some additional cleanup and remediation of the boulevard will occur after the holiday weekend starting Tuesday, May 29th. Final paving of the boulevard is expected in October, 2012.

Motorists are advised to follow all posted speed limit signs for the duration of this project. Some intermittent lane closures may be possible before the holiday weekend.

AVALON UNVEILS PLANS FOR SEPTEMBER 11TH MEMORIAL AT VETERANS PLAZA
Memorial to feature artifact from Ground Zero in New York City

(Avalon, NJ)—The Avalon Borough Council was formally presented with a proposed design of a special September 11th Memorial Plaza that will be constructed this year at Avalon’s Veterans Plaza, located at 21st Street and Dune Drive in Avalon. Council was presented the plan by Scott Taylor from Taylor Design Group during the Borough Council meeting on Wednesday, April 25th, 2012.

“This September 11th Memorial Plaza will serve as Avalon’s official honor and tribute to not only the victims of the attack on America, but also to the first responders who heroically saved lives and in some cases sacrificed their own lives for their fellow countrymen”, said Avalon Mayor Martin Pagliughi. “We believe this plaza will serve as an everlasting tribute to these brave men and women and provide a place for contemplation and education for generations to come”.

The new September 11th Memorial Plaza will be located one block north of Veterans Plaza on Dune Drive in Avalon. The focal point of the plaza will be a 1,800 pound steel I-beam artifact recovered from the site of Ground Zero at the World Trade Center in New York City. Avalon secured the artifact from the Port Authority of New York/New Jersey during September, 2011.

The proposed plaza includes a scored concrete walkway that leads visitors to a circular walking area that includes a small wall that will include subtle bronze lettering that reads “..all that is good will endure”. Bronze shadow inlays will depict the timeline of the major events on September 11th, 2001. Those events will be set in the pavement to correspond with the shadow pattern cast by the I-beam on September 11th of each year.

The artifact from the World Trade Center will stand 9’-11” tall, and will respectfully lean at an angle of nine degrees and eleven minutes towards Manhattan. The circular wall that surrounds the I-beam will be located 9’-11” away from the artifact itself. The wall will be sloped to represent the ebb and flow of life, love, and water.

Additional features of the September 11th Memorial Plaza include ground set-up lights that will shine at the plaza during the evening hours. An interpretive sign will be welcome visitors to the plaza to educate the public about the timeline of events on that fateful day and also serve as recognition for benefactors who have made the plaza possible.

Discussion of the conceptual plan for the plaza will be heard by the Avalon Planning/Zoning Board during its next meeting on Tuesday, May 8th. The project will be put out to bid and will be constructed this summer. Avalon plans a special ceremony to formally dedicate the new September 11th Memorial Plaza on September 11th, 2012.

The design of the memorial plaza was conducted by the Taylor Design Group, Inc., of Mount Laurel, the Borough Planners and Landscape Architects who also designed Avalon’s Veterans Plaza and the Avalon Dune Drive shopping district.

AVALON TO HONOR VETERANS, MILITARY HEROES DURING MEMORIAL DAY CEREMONY
Keynote speaker Sgt. Kristin Zamichieli served as aerial vehicle flight commander in Afghanistan

(Avalon, NJ)—The Borough of Avalon will honor servicemen and servicewomen from all branches of the United States military with a special Memorial Day parade and ceremony that will be held on Monday, May 28th, along Dune Drive in Avalon. The parade will culminate with a special ceremony at Veterans Plaza, located at 21st Street and Dune Drive.

“Memorial Day weekend is the official start of the summer tourism season at the Jersey Shore”, said Avalon Mayor Martin Pagliughi. “It also provides us with the opportunity to honor the men and women from the United States military who made the ultimate sacrifice to provide us with the enduring freedom we enjoy every day. I encourage residents and visitors to take time on Memorial Day to remember our heroes, honor our veterans, and enjoy comments by our special keynote speaker”.

Avalon’s guest speaker for the Memorial Day ceremony will be Sgt. Kristin D. Zamichieli who was honorably discharged from five years of service in the United States Marine Corps. Sgt. Zamichieli served as Mission Commander and Instructor/Unmanned Aerial Vehicle Pilot for flights that support “Operation Enduring Freedom” in Afghanistan. During her service, Sgt. Zamichieli executed 194 flights and logged more than 2,300 flight hours while serving in Afghanistan. The missions executed by Sgt. Zamichieli provided military operations with aerial reconnaissance and surveillance of potential terrorist housing and weapons caches. As mission commander, Sgt. Zamichieli was in charge of directing up to eight flights at a time operating in various locations in Afghanistan; she also piloted the planes, managed the cameras, and served as a flight instructor.

For her extraordinary efforts and leadership, Sgt. Zamichieli received a Certificate of Special Congressional Recognition from the United States House of Representatives in 2011, and she earned both an Afghanistan Campaign Medal and Navy and Marine Corps Achievement medal in 2010. She has also been recognized for her leadership by the California State Legislature in 2011.

“Sgt. Zamichieli served our country in with various platoons in very dangerous areas of Afghanistan”, Pagliughi said. “She, along with thousands of other brave service men and women, represents America’s new veterans who are returning home from unfamiliar surroundings to protect the quality of life that we embrace every day”.

The 2012 Avalon Memorial Day Parade will form at 8:45am at the Methodist Church located at 34th Street and Dune Drive and will begin promptly at 9:00am, proceeding north on Dune Drive to Veterans Plaza. Avalon mayor and council will join dozens of Avalon organizations in the parade. American Legion Post #331 from Avalon/Stone Harbor will be in the parade and take part in the ceremony. In the event of rain, the parade will be cancelled but the ceremony will be held at Avalon Community Hall, 30th Street and the beach.

DOZENS OF VOLUNTEERS PLANT DUNE GRASS IN AVALON

(Avalon, NJ)—You know its springtime in Avalon when you see dozens of volunteers planting dune grass on the Avalon dunes in preparation for the upcoming summer season. The Borough’s annual Dune Grass Planting Day was held on Saturday, April 21st along the Avalon beachfront.

The event is sponsored each year by the Borough of Avalon and the Avalon Environmental Commission. Environmental Commission Chairman Dr. Brian Reynolds presented a power point to the dozens of volunteers who showed up to participate in this year’s event. The presentation explained the integrity of the dune system in the Borough of Avalon for property protection during storm events.

Specially-designed tolls used for the actual planting of the dune grass were given to volunteers who fanned out across the Borough’s beachfront to plant grass in designated areas. Ideal weather conditions helped make it possible for all of the dune grass to be planted in under three hours. Volunteers were treated to a complimentary lunch following the planting event.

Sand dunes are always the first line of defense against hurricanes and other coastal storms that impact Avalon. The dunes protect the community from damaging winds and potential wave action from the Atlantic Ocean. The roots of dune grass fan out beneath the dunes, helping to keep the sand from blowing away or washing out to sea.

AVALON TO PRESENT COMMUNITY PAPER SHREDDING DAY MAY 12TH

(Avalon, NJ)—The Borough of Avalon will present its second community-wide paper shredding day event on Saturday, May 12th, from 9:00am until 3:00pm, or until the truck is full before 3:00pm. The event will be held at the Avalon Department of Public Works’ recycling center, located at 15th Street and Dune Drive. The rain date for the event will be Saturday, May 19th. Complimentary coffee and donuts will be served to anyone who brings documents to be shredded at the event.

“The first community paper shredding day was a big success last year”, said Bill Macomber, Director of the Avalon Department of Public Works. “This program is a free service to the Borough of Avalon because it is completely financed by a recycling grant courtesy of the Cape May County Municipal Utilities Authority. This enables Avalon residents to safely shred and discard their documents and practice environmental responsibility. It also allows us to introduce our complimentary trash and recycling center to the public, which is open every day except Thanksgiving Day and Christmas throughout the year”.

“A Safe Keeping”, a document shredding company located in Lower Township, will bring its special truck to Avalon to shred any paper documents that residents want to destroy. Every individual who attends the event will be allowed to bring up to two boxes of documents; the boxes should be the size of a typical “file box” of photocopy paper. The “A Safe Keeping” truck can handle between 4,200-4,500 pounds of paper before it must be taken offshore to be emptied. Customers will be taken on a first come, first served basis starting at 9:00am. Documents that are shredded will be taken to a center where they will be combined with other shredded documents and taken to a recycling center.

“A Safe Keeping” is a member of the National Association of Information Destruction and a member of the Cape May County Chamber of Commerce. Since this is a Borough-wide effort, certificates of destruction will not be offered to each participant in the community wide shredding event.

Any personal or business-related paper products that may contain staples or paperclips will be accepted. Items that will not be accepted include all electronic media, such as compact discs, zip drives, USB drives, audio and video products, and x-rays.

The Avalon community paper shredding event is part of a big day throughout the Borough of Avalon. During the day, the community-wide yard sale is being held, the Avalon Volunteer Fire Department and Ladies Auxiliary hold their hoagie and plant sales, and the Avalon Police Department will hold their bicycle auction also at the public works yard at 12 Noon

Avalon’s courtesy trash and recycle center will be open during the weekend from 7:00am until 3:00pm. Avalon’s curbside bulk trash pickup will begin on Monday, May 14th. All items must be placed curbside no later than 7:00am on May 14th for timely pickup. Bulk trash will be collected curbside through Wednesday, May 16th.
AVALON POLICE TO HOLD BICYCLE AUCTION ON SATURDAY, MAY 12TH

(Avalon, NJ)—The Avalon Police Department will hold its annual auction of surplus bicycles on Saturday, May 12th. The event will be held at the Avalon Department of Public Works yard at 12 Noon. The public may visit the bicycle auction by using the side entrance to the public works yard located in the 100 block of 13th Street in Avalon.

“This is a fun way for members of our community to pick up pre-owned, well used bicycles very inexpensively”, said Avalon Police Chief William McCormick. “Some families wind up peddling the bikes away from the auction while others buy the bicycles in order to get parts for the bikes they already own”.

The Avalon Police Department collects unclaimed bicycles that are left in the community throughout the year. Unclaimed bicycles are offered for sale at the annual bicycle auction. Proceeds from the auction support various public safety initiatives in the Borough of Avalon.

This year the auction will be conducted by Avalon Police Captain Dave McCallion. All of the bicycles are sold in as-is condition and sold to the highest bidder. Cash is accepted for payment on site; checks are also accepted with a driver’s license identification. All sales are final.

For more information, please visit www.avalonboro.org or call the Avalon Police Department at (609) 967-3411.

AVALON POLICE TO PARTICIPATE IN “TAKE BACK” PRESCRIPTION DRUG INITIATIVE

(Avalon, NJ)—The Avalon Police Department is partnering with the Drug Enforcement Initiative to conduct a “Take Back” prescription drug turn in program on Saturday, April 28th, from 10:00am until 2:00pm. The program will be conducted free of charge at the Avalon Police Department, located at the Public Safety Building at 3100 Dune Drive in Avalon.

“This is a free, easy, effective way for our residents to dispose of unwanted prescription medications inside their homes”, said Avalon Police Chief William McCormick. “Sometimes these prescription drugs accidentally fall into the hands of the wrong people, including youngsters. This ‘Take Back’ program allows residents to get rid of their expired or unwanted prescription medications”.

Last October, Americans turned in 377,080 pounds—188.5 tons—of prescription drugs at over 5,300 sites operated by the DEA and nearly 4,000 state and local law enforcement partners. In its three previous Take Back events, DEA and its partners took in almost a million pounds—nearly 500 tons—of pills.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

Four days after the first event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA is drafting regulations to implement the Act, a process that can take as long as 24 months.

AVALON BOULEVARD WORK EXPANDS TO SATURDAYS THROUGH MAY 19TH

All three new pipes for water and sewer will be up and running for Memorial Day weekend. After the holiday weekend, crews will return for final clean up and remediation of the work area. Paving work on Avalon Boulevard is expected to occur in the fall.

The public is advised that the county of Cape May has implemented a mandatory construction speed limit of 25mph for the entire length of Avalon Boulevard from the Borough of Avalon west to the Garden State Parkway. The speed limit is being strictly enforced by municipal police.

MIDDLESEX WATER COMPANY SUBSIDIARY TO MANAGE AVALON WATER, WASTEWATER AND STORMWATER SYSTEMS
Middlesex Water Company to manage Avalon system starting July 1, 2012

(Avalon and Iselin, NJ)—The Borough of Avalon has awarded a new management contract to Middlesex Water Company for the operations of the Borough’s water and sewer utility. The contract begins on July 1, 2012 and runs through June, 2022. Middlesex Water Company will replace the New Jersey American Water Company as the management company responsible for the day to day operations of the utility.

Middlesex Water Company (NASDAQ:MSEX) is a provider of water and wastewater and related services, primarily in New Jersey and Delaware. Its subsidiary, Utility Service Affiliates, Inc., (USA), has entered into a contract with the Borough of Avalon, NJ to operate and manage the Borough’s water, wastewater and storm water collection systems under a ten-year agreement. Avalon is one of New Jersey’s premier beach communities with a summer population of approximately 30,000-40,000 persons.

“We are very pleased to welcome Middlesex Water Company as a new municipal partner in the Borough of Avalon”, said Avalon Mayor Martin Pagliughi. “Middlesex Water Company has a stellar reputation with its management of other water and sewer systems throughout the state. This new ten year agreement will provide long term stability for the utility while allowing us to keep maintenance and capital costs down”.

The Borough of Avalon continues to retain ownership of its water, wastewater, and sewer system. Avalon is able to save its taxpayers approximately $100,000 annually by providing a contract to a professional company for the management of the system. Avalon has saved taxpayers well in excess of $1 million by privatizing the system every year since September, 1995.

“We look forward to working with the Borough of Avalon, NJ in delivering quality water, wastewater and storm water collection services to area residents,” said Dennis W. Doll, Middlesex Water President and CEO. “Our team looks forward to serving customer needs and to leveraging our technical expertise and our commitment to operational excellence for the benefit of Borough residents,” he added.

The management responsibilities for Middlesex Water Company include all billing operations, meter installations, customer service issues, emergency response involving water and sewer line breaks, and the day to day operations of the water, sewer, and storm water system. The New Jersey American Water Company is working with Middlesex Water Company during the first six months of 2012 to make the transition as seamless as possible.

The Borough of Avalon issued a Request for Proposal regarding the management of the Borough’s water and sewer system and solicited a ten-year management contract. The New Jersey American Water Company submitted a three-year bid, while Middlesex Water Company submitted the requested ten-year bid. Middlesex Water Company was awarded the contract based on its long term commitment to Avalon, excellent references, confidence in a smooth transition, and a reasonable pricing model.

The company will employ between three to six people working full time in the Borough at all times to handle day to day operations including the maintenance of well stations and pumping stations; conducting inspections; and installing water meters. The Avalon Department of Public Works will host the Middlesex Water Company employees in their building at 13th Street and Dune Drive.

FEBRUARY 29TH UPDATE: AVALON BEACH FILL EXTENDS TO NORTHERN END BEACHES
60,000 cubic yards of sand have been backpassed to the north end

(Avalon, NJ)—The 2012 Avalon beach fill project continues ahead of schedule and now has advanced to the northern end of our community. The contractor conducting the beach fill operation has begun transporting sand to the 11th Street beach and will continue to fill the Avalon beachfront south to 16th Street. This will result in a beach fill project for Avalon from 11th Street south to the 26th Street beachfront.

To date, nearly 60,000 cubic yards of sand have been backpassed from the south end beach of Avalon to its point of origin, the north end beaches. Today (February 29th) is the final day the contractor, Mount Construction Company of Berlin, New Jersey, is allowed to backpass sand from the beachfront between 60th Street and 71st Street. An inspection is being conducted today on the beachfront between 32nd Street and 38th Street where the additional sand quantities are located.

The backpassing beach fill project will continue for the next two weeks and will end on or before March 14th, 2012. Avalon’s beach fill project officially began Thursday morning, February 2, 2012. The backpassing project will result in approximately 74,000 cubic yards of sand being placed on the Borough’s beachfront between 16th and 26th streets. Earlier this month the Avalon Borough Council unanimously approved a change order to the project that allowed for additional sand volumes to be backpassed to north end beaches between 11th Street and 16th Street. The original contract called for sand to be placed between 16th Street and 26th Street.

The backpassing project results in the mechanical relocation of sand that has naturally accreted to the southern beaches to the north end of the beachfront. Sand that naturally drifted to beaches between 32nd Street and 38th Street, and from 60th Street to 71st Street, is collected and transported to the north end beachfront. This backpassing project has received all permits from the United States Army Corps of Engineers and the New Jersey Department of Environmental Protection.

Trucks are allowed to transport sand through the protected zone of the Avalon beachfront because no endangered plants or piping plover nests exist during this time period. Trucks are restricted to drive only on the “wet” sand area near the oceanfront. Work is only being done during daylight hours.

Avalon will pay $5.82 per cubic yard of sand; that figure is more than two dollars less expensive than Avalon’s beach fill project in 2010 where a hydraulic dredge was used. Avalon has conducted two backpassing beach fills in prior years, in 2005 and 2006.

LOWER SPEED LIMIT ENFORCED ON AVALON BOULEVARD DURING CONSTRUCTION

(Avalon, NJ)—The Avalon Police Department is advising all motorists who use Avalon Boulevard to be aware of a new reduced speed limit along the boulevard that is being enforced. The new posted speed limit is 25 miles per hour. It will remain in effect for the duration of reconstruction work that is currently taking place along the boulevard.

“This reduced speed limit is a direct result of the construction activity relating to the replacement of water and sewer mains”, said Avalon Police Chief William McCormick. “The new 25 mile per hour construction speed limit is in effect for the entire length of the boulevard until this work is completed. We want to make motorists aware that this speed limit will be enforced by local police departments”.

The Avalon Police Department has jurisdiction on Avalon Boulevard east of the Ingram’s Thorofare Bridge. The remainder of Avalon Boulevard is under the jurisdiction of the Middle Township Police Department. Avalon Boulevard (County Road 601) is a county roadway.

The County of Cape May also plans a resurfacing project on a 4,150 foot section of the boulevard during spring, 2012.

AVALON TO EXPAND BACKPASSING BEACH FILL PROJECT NORTH TO 11TH STREET
Council authorizes additional 14,000 cubic yards of sand for north end beaches

(Avalon, NJ)—The Avalon Borough Council formally approved a change order to a beach fill contract that will result in an additional 14,000 cubic yards of sand to be placed on north end beaches between 11th Street and 16th Street. Council approved the change order by a 5-0 vote on Wednesday evening.

This change order results in the Borough of Avalon conducting a backpassing beach fill project that extends from 11th Street south to 26th Street. Up to 74,000 cubic yards of sand will be backpassed from south end beaches to its point of origin in the north end. This will help ensure that the entire beachfront in Avalon will have a protective and recreational beach in advance of the 2012 summer tourism season.

“This is the third time in the past seven years that Avalon has conducted a backpassing beach fill and the project currently is ahead of schedule”, said Avalon Mayor Martin Pagliughi. “Significant volumes of sand have washed from the north end beaches to the south end beaches; that provides us with the opportunity to scrape and truck the sand back to the north end beachfront where most of the beach erosion in Avalon occurs. When this project is completed in about three weeks, beaches in both the north and south ends of our community will have healthy beachfronts heading into the spring and summer seasons”.

To date, nearly 45,000 cubic yards of sand have been backpassed from two south end beaches to the north end beaches in Avalon. By contract, this beach fill project will conclude on or before March 14th, 2012. The project began on Thursday, February 2nd. The original contract called for 60,000 cubic yards of sand to be transported to beaches between 16th Street and 26th Street.

Mount Construction Company of Berlin, New Jersey was awarded a contract to conduct the backpassing project.
The backpassing project results in the mechanical relocation of sand that has naturally accreted to the southern beaches to the north end of the beachfront. This backpassing project has received all permits from the United States Army Corps of Engineers and the New Jersey Department of Environmental Protection.

Sand will be relocated from the 60th Street to 71st Street beachfront through the month of February. Sand will be relocated from the 32nd Street to 38th Street beachfront between March 1st-14th. Trucks are allowed to transport sand through the protected zone of the Avalon beachfront because no endangered plants or piping plover nests exist during this time period. Trucks are restricted to drive only on the “wet” sand area near the oceanfront. Work is only be done during daylight hours.

Avalon has conducted two backpassing beach fills in prior years, in 2005 and 2006.

FEBRUARY 17TH UPDATE: AVALON BEACH FILL REMAINS AHEAD OF SCHEDULE
25,000 cubic of yards of sand have been backpassed to date

(Avalon, NJ)—The 2012 Avalon beach fill project remains ahead of schedule this week. According to Avalon Borough Engineer Thomas Thornton of Hatch Mott MacDonald, the contractor working on the project is currently four days ahead of schedule and more than 25,000 cubic yards of sand has been placed on the Avalon beachfront during the month of February.

Sand that naturally washed down from north end beaches to south end beaches is being scraped and trucked to north end beaches between 16th Street and 26th Street. The backpassing beach fill project will continue for the next four weeks and will end on or before March 14th, 2012. The contractor is beginning to fill the beaches before this weekend near the 22nd Street outfall pipe.

Avalon’s beach fill project officially began Thursday morning, February 2, 2012. The backpassing project will result in 60,000 cubic yards of sand being placed on the Borough’s beachfront between 16th and 26th streets.

Mount Construction Company of Berlin, New Jersey was awarded a contract to conduct the backpassing project.
The backpassing project results in the mechanical relocation of sand that has naturally accreted to the southern beaches to the north end of the beachfront. Trucks are restricted to drive only on the “wet” sand area near the oceanfront. Work is only be done during daylight hours.

The Borough of Avalon received nine bids for the backpassing project and the low bid was 25 percent under the engineer’s estimate which will save Avalon $121,000. Avalon will pay $5.82 per cubic yard of sand; that figure is more than two dollars less expensive than Avalon’s beach fill project in 2010 where a hydraulic dredge was used. Avalon has conducted two backpassing beach fills in prior years, in 2005 and 2006.

AVALON INTRODUCES ORDINANCE RELATING TO WATER AND SEWER RATES

(Avalon, NJ)—The Avalon Borough Council formally introduced an ordinance during the Wednesday, February 8th council meeting that would result in a slight increase in the water and sewer rates in the Borough. This increase would represent the first water and sewer rate increase in the Borough of Avalon since July 1, 1996.

The proposed ordinance was suggested following a meeting conducted by the Avalon Finance Committee who recommended the new rate structure. The rate increase only applies to the “fixed” part of the water and sewer bill. The average residential customer will experience a rate increase of $11 per quarter, or $44 per year.

The rate increase will be the first in Avalon in nearly 16 years. Because of a combination of factors, including the transition to a new vendor, a depleting surplus, and a subsidy from the current fund this budget proposes a rate increase for the average homeowner from the current $139 per quarter to $150 per quarter. The increase will be reflected in the April, 2012 bill. The rate increase will eliminate the subsidy of the current fund to stabilize the water and sewer fund balance and begin rebuilding the water and sewer surplus which is very important to the Borough’s bond rating. That bond rating currently stands at a very favorable AA+, established by Standard and Poor’s.

The second reading and final adoption of the ordinance is scheduled for a vote during the Wednesday, February 22nd Avalon Council meeting. If the ordinance is approved it shall take effect as of March 19th, 2012.

FEBRUARY 13TH UPDATE: BACKPASSING BEACH FILL AHEAD OF SCHEDULE
15,000 cubic of yards of sand have been backpassed to date

(Avalon, NJ)—Avalon’s innovative backpassing beach fill project continues during the week of February 13th as sand on south end beaches is being relocated (or “backpassed”) to its point of origin on north end beaches. The backpassing beach fill project will continue for the next five weeks and will end on or before March, 14th, 2012.

According to Avalon Municipal Engineer Thomas Thornton from Hatch Mott MacDonald, the backpassing beach fill project is currently two days ahead of schedule. As of Monday morning, February 13th, 15,000 cubic yards of sand have been backpassed to beaches from 16th Street to 20th Street. The sand has been scraped from south end beaches between 60th Street and 64th Street. The project is being conducted on the Avalon beachfront weekdays for eight hours each day. So far there has been no weather delays associated with the backpassing operation.

AVALON POLICE WARN OF SCAM INVOLVING REAL ESTATE RENTALS AT JERSEY SHORE

(Avalon, NJ)—The Avalon Police Department is taking a proactive measure of warning realtors and potential renters in Avalon and other local shore communities about an online rental scam that is currently taking place in some shore resorts. The scam involves the use of various websites to post rental opportunities that are fraudulent and do not even exist.

“Our police department has become aware of these fraudulent rentals that have occurred as close as Ocean City, New Jersey”, said Avalon Police Chief William McCormick. “We want to raise awareness of this rental scam because it involves the perpetrators lifting photographs of real rental properties off of the websites operated by various realtors. Even though this scam has not been reported in Avalon, this issue needs awareness in our community and in our other neighboring communities as well”.

Here is how the scam works: individuals copy photographs of rental properties that currently exist and post the photographs and other related information on various websites including Craigslist. The fraudulent listing often lists a price well below market value and suggests that the “owners” of the property are out of the country and their seashore “home” is vacant and available for rental. The scam continues with a request for the potential renter to wire their funds in advance via PayPal or Western Union in order to make the tracing of the transaction nearly impossible. The victims of the scam often do not know they have been cheated out of their funds until it is time for them to move in.

The Avalon Police Department wants both realtors and potential renters to be aware of this scam along the New Jersey coastline. The department offers up these common sense tips relating to real estate transactions:

-Visitors should work only with licensed real estate professionals and offices when they attempt to rent a property at the shore. Log on to their individual websites for complete listings, contact information and verification.

-Maintain a folder that includes all telephone numbers, email addresses, and contact information relating to the property you intend to rent; any emails that are kept should include the full header information. When possible, personally inspect the property with a realtor before any agreement is signed.

-Confirm the telephone number of the real estate agency through an outside source; websites including www.411.com are a reliable source.

-Real estate agents and individual property owners should search the internet for their properties. Often a simple Google or related search will show a listing that may be fraudulent.

-All payments should be via check or credit card. Any transaction that involves a wire transfer should raise some concerns.

AVALON COUNCIL SUPPORTS DECISION TO MOVE SCHOOL ELECTIONS TO NOVEMBER

(Avalon, NJ)—The Avalon Borough Council approved a resolution during its meeting on Wednesday, February 8th, 2012 to support a measure endorsed by the Avalon Board of Education that will move school elections to November in the Borough of Avalon. The vote by the Avalon Borough Council was unanimous, 5-0.

“I applaud the leadership of the Avalon Board of Education for moving the school elections from April to November”, said Avalon Borough Council President Dr. Nancy Hudanich. “Dispensing with the annual school budget votes in the spring will not only save taxpayers’ dollars but also generate more interest and involvement in local school elections”.

The Avalon Board of Education approved the resolution to eliminate the vote on the annual school budget and move the election of school board members to the general election in November. That move takes effect in November, 2012 and shall remain in effect for a minimum of four years.

It is anticipated that the move of the school elections to November will greatly increase participation in school elections in the Borough of Avalon. In the 2011 Avalon school election, 135 out of a possible 1,348 registered voters participated in the election.

In the past it cost between $4,000 and $5,000 to hold an April school election in the Borough of Avalon.
BACKPASSING BEACH FILL PROJECT BEGINS ON AVALON BEACHFRONT
Bulldozers begin to move sand in place for north end beach fill

(Avalon, NJ)—Avalon’s 2012 beach fill project officially began Thursday morning, February 2, 2012. Bulldozers are currently on the Borough’s north end beach front putting piles of sand in place for eventual transport to the north end beaches. The backpassing project will result in 60,000 cubic yards of sand being placed on the Borough’s beachfront between 16th and 26th streets.

Mount Construction Company of Berlin, New Jersey was awarded a contract to conduct the backpassing project. The company anticipates trucking the sand that is being placed in piles to the north end beaches beginning Monday, February 6th. Under terms of the contract, the entire beach fill project must be completed no later than March 15th, 2012.

The backpassing project will result in the mechanical relocation of sand that has naturally accreted to the southern beaches to the north end of the beachfront. Sand that naturally drifted to beaches between 32nd Street and 38th Street, and from 60th Street to 71st Street, will be collected and transported to the north end beachfront. AVALON COUNCIL AWARDS CONTRACT FOR BACKPASSING BEACH FILL
2012 project to nourish Borough’s beachfront from 16th Street and 26th Street

(Avalon, NJ)—The Avalon Borough Council awarded a contract to Mount Construction Company, Inc. of Berlin, New Jersey to conduct a backpassing beach fill that will result in 60,000 cubic yards of sand being moved from two beachfronts in the southern portion of the community to the northern end between 16th and 26th Streets. The project is scheduled to begin in early February and be completed no later than March 15th, 2012

“This backpassing project provides Avalon with an affordable means to nourish the beaches in the northern end of our community while having no impact on the environment and no inconvenience to the public”, said Avalon Mayor Martin Pagliughi. “This backpassing project allows us to conduct a beach fill during the winter months that will result in greater protection for our community and a recreational beach for everyone to enjoy this summer”.

This backpassing project has received all permits from the United States Army Corps of Engineers and the New Jersey Department of Environmental Protection.

“Basically what we are doing is recycling the sand that naturally drifted to our southern beaches”, Pagliughi said. “The project will be done during the quiet winter months and will not only result in a restored beachfront in the north end of town but also maintain a healthy protective and recreational beach for residents and visitors in the southern portion of Avalon. This is an innovative and cost-effective way to routinely re-nourish the beaches in Avalon’s north end that naturally erode over time”.

It is anticipated that sand will be relocated from the 60th Street to 71st Street beachfront between February 1st -29th; Sand will be relocated from the 32nd Street to 38th Street beachfront between March 1st-14th. By contract, all work must be completed by March 15th, 2012. Trucks will be allowed to transport sand through the protected zone of the Avalon beachfront because no endangered plants or piping plover nests exist during this time period. Trucks will also be restricted to drive only on the “wet” sand area near the oceanfront. The Borough of Avalon will enact various safety measures for the duration of this backpassing project. Work will only be done during daylight hours.

A pre-construction meeting on the project will be held at Avalon Borough Hall on Monday, January 30th.

Avalon conducted extensive and comprehensive studies relating to the impact are of the project and received all necessary permits and approvals. The Borough prepared a biological assessment for the United States Army Corps of Engineers who consulted with the United States Fish and Wildlife Service. The Borough also was asked to prepare a report for the New Jersey Historic Preservation Office. Permits obtained for the project came from both the United States Army Corps of Engineers and from the New Jersey Department of Environmental Protection. Avalon has provided the research and permitting template that the Borough and other communities can use for backpassing projects for years to come.

“There are major benefits to the public regarding a backpassing beach fill project”, Pagliughi said. “We can do this project during the winter months, at a much lower expense than a hydraulic beach fill. And, there are no heavy trucks bringing sand into our community which creates noise and stress on our infrastructure”.

Cape May Court House - The Cape May County Board of Chosen Freeholders has awarded a $723,965.50 construction contract to South State, Inc. of Bridgeton, NJ for resurfacing improvements to Avalon Boulevard (County Road No. 601) from 500 feet west of Gravens Thorofare Bridge in Middle Township to the Avalon Canal Bridge in the Borough of Avalon. This project consists of pulverizing the asphalt pavement and regrading and compacting materials. LOCAL AMERICAN LEGION POST FORMS “SONS OF THE AMERICAN LEGION”

(Stone Harbor/Avalon, NJ)—The Stephen C. Ludlam American Legion Post #331 (Stone Harbor/Avalon, NJ) is forming a new “Sons of the American Legion” that will compliment and assist the efforts of the post located at the northwest corner of 117th Street and Second Avenue in Stone Harbor, New Jersey.

“We are very excited about the creation of this new ‘Sons of the American Legion’ along the Seven Mile Beach”, said American Legion Post #331 Commander Kevin Coyle. “Many members of the public who want to assist and serve the American Legion but lack the military experience will be able to support the efforts of this post and all veterans throughout the United States by becoming engaged and involved in this new organization”.

The new “Sons of the American Legion” organization will be comprised of ten men who had a father, mother, or grandparent who served in any branch of the United States Military. The goal of American Legion Post #331 is to develop and grow a “Sons of the American Legion” squadron that will organize and recruit eligible members. These ten men will be the founding fathers of the squadron and serve as charter members.

“There are so many individuals in our community and elsewhere who graciously support our veterans and American Legions throughout the country”, Coyle said. “Unfortunately, many of these individuals cannot become actual members of the legion because they did not serve in the military. This is a great way to form a squadron that will grow the ranks of our legion post while enhancing the post’s contributions in our home communities”.

The creation of the “Sons of the American Legion” squadron was approved during Post #331’s general membership meeting on November 14th, 2011. The post is actively looking for men who have the desire, interest, and drive to be a charter member of this new organization.

American Legion Post #331 is located at the Tatham’s Life Saving Station in Stone Harbor. The station is the oldest existing building in the Borough and is the home to the Stephen C. Ludlam American Legion Post #331. The post is named in the memory of Stephen C. Ludlam who was killed in action at the Battle of the Bulge during World War II. For his heroic action in defeating a German machine gun and saving his comrades, Private Ludlam received the Purple Heart and Distinguished Service Cross, our nation’s second highest honor.

The Post is actively involved in various Memorial Day and Veterans Day activities in both Stone Harbor and Avalon. Last month, Commander Coyle presented donations from the Post that will help ten families at the United States Coast Guard Training Center in Cape May enjoy a better holiday season. Additionally, in 2011 the Post provided financial support to various veterans’ homes throughout the state of New Jersey, and contributed to the Wounded Warriors Project, New Jersey Run for the Fallen, Honor Flight of Southern New Jersey and the Adam Conboy Memorial Fund “Operation Bedding”.

More information on the “Sons of the American Legion” squadron is located on the post’s official website, www.stephencludlampost331.org.

Avalon Free Public Library Receives 5-Star Recognition from Library Journal Again

Avalon - The Avalon Free Public Library (AFPL) has again been listed as one of the country’s top libraries by Library Journal (LJ). In the November 1 edition of LibraryJournal, the LJ Index of Public Library Service rated AFPL as 5 Stars on the basis of statistical performance data collected by the Institute of Museum and Library Services (IMLS) in 2008. The journal has rated the country’s libraries based on these statistics four times since 2009 and the Avalon Library is one of only three libraries in New Jersey to receive the 5-Star designation each time.

Two hundred sixty-two libraries out of a total of 7,513 received 3, 4, and 5 star ratings. In addition to the Avalon Library, the New Jersey star rating recipients include Mercer County Library (in Lawrenceville) and Bernardsville Public Library, each with 5 stars, Princeton Public Library with 4 stars and Ocean County Public Library and Roseland Free Public Library with 3 stars.

The LJ Index of Public Library Services reviews four per capita output measures that indicate public service- circulation, visits, program attendance, and public Internet use. More information about America’s Star Libraries is available by visiting http://features.libraryjournal.com/star-libraries/class-of-2011/americas-star-libraries-2011-top-rated-libraries/.

Norman Gluckman, library director, had this to say about the latest rating, “The statistics that are used to determine the quality of library service that result in this award underscore the essential role that libraries play, not just to our communities, but in supporting the cause of democracy. Democracy requires free access to information. There is no other institution that I can think of that is as committed to this idea as the public library. Regardless of this rating, the library staff, the library board of trustees, the Friends of the Avalon Free Public Library, the Borough of Avalon, and our volunteers have worked very hard to make the library a cultural focal point in Avalon.

The Avalon Library is located at 235 32nd Street and provides free and open access to first class collections, services and programs that inspire, inform and enrich the community. For more information on all library programs, please visit the library Web site at www.avalonfreelibrary.org.

Things are Getting Festive in Avalon!

By Jennifer Davenport

Thanksgiving is a time for family and a chance to give thanks for all of the blessings in your life. However, let’s not forget that it’s also the time to start (if you haven’t already) your holiday shopping! The day after Thanksgiving is traditionally a major shopping day. This year, instead of standing in line at the mall, why not shop locally? Avalon has a long list of incredible stores to shop in and, with our annual Festive Friday event, we will help your children have fun, too!

Hosted by the 7 Mile Business Community Association and the Borough of Avalon, Festive Friday has more than 40 free holiday activities for children of all ages to enjoy. This is the fourth year for the event, and each year it gets bigger and better! Join us for live entertainment throughout the business district from 11 a.m. to 4 p.m.

The main attraction for this year’s event will be an ice-skating rink, located on the grass median on Dune Drive between 19th and 20th streets. We can’t think of a better way to get into the holiday spirit, than to spend a little time out on the ice. Now you can do that right here in Avalon. Adults and children of all ages are invited to come and skate while
you listen to holiday music. Skates will be available for you to use.

Other highlights of the day include a caricature artist hosted by Josh and Kim Miller at Ocean Galleries, 297 22nd St. Once again, Bill Albrecht welcomes families for a free game of miniature golf at Avalon Mini Golf, located at 2438 Dune Drive. And don’t forget man’s best friend! Bring your dogs to the Princeton Bar and Grill, 21st and Dune Drive, from noon to 2 p.m. to have their photo taken with Santa Claus.

In addition, there will be bounce houses, located at the Avalon Rescue Squad building, Coldwell Banker and Circle Pizza, and face painters, balloon clowns, holiday crafts and letters-to-Santa stations throughout the business district. Make sure you bring your camera! This year, Mickey and Minnie Mouse, Winnie the Pooh, Cinderella, Mrs. Claus and other holiday favorites will be out and about, ready to pose for pictures. If you need a snack along the way, grab some hot chocolate, s’mores, popcorn or cotton candy. You can also stop by The Preppy Palm, where Rose is turning the store into a lounge (with football games on, of course) for anyone who needs to take a break from the action!

Beginning at 4 p.m., the entertainment moves to the 21st Street circle. From 4-7 p.m. there will be live entertainment. Children can enjoy a magic show and a stilt walker, and get their faces painted while the adults listen to live music. The Cumberland County College Wind Symphony will be playing for the hour leading up to the tree lighting and children from Stone Harbor and Avalon’s Elementary Schools will be singing after the tree lighting.

Following the day’s events, Santa Claus will come to town for the annual Christmas Tree Lighting. Beginning at 5 p.m., he will ride aboard a fire engine to 21st Street and Dune Drive, where he will join President of Avalon Borough Council Nancy Hudanich to light Avalon’s tree. We hope you have made the nice list because once the tree is lit, everyone is invited to pose for pictures with Santa and let him know what you would like to find under the tree this year.

Festive Friday is a terrific event to help get you feeling, well, festive! Why not spend the day shopping for unique gifts, without the stress! Join us for a day of great shopping and fun for the whole family to enjoy.

AVALON, VOLUNTEERS HONORED BY GOVERNOR FOR HURRICANE IRENE EFFORT

Governor Christie With Avalon
Mayor Pagliughi, Councilman Covington, Councilman Tipping pose with volunteers at the statehouse
(Avalon, NJ)—Avalon Mayor Martin Pagliughi was accompanied by members of Avalon’s Borough Council and volunteers for a special recognition ceremony held at the War Memorial in Trenton on Wednesday, October 26th. New Jersey Governor Chris Christie hosted an event to honor elected officials, appointed officials, and volunteers from around the state for their evacuation, sheltering, and recovery efforts following Hurricane Irene in August, 2011.

“I personally thanked the Governor for honoring Avalon with an invitation to this program”, Pagliughi said. “I am very happy that many of our volunteers who assembled and implemented Avalon’s shelter during the storm event had the opportunity to meet the Governor and accept congratulations for a job well done”.

Avalon Council members Charles Covington and Joseph Tipping were among the many volunteers who assisted around the clock at the Avalon-designed shelter in Cumberland County. They joined other volunteers to provide shelter, bedding, food, and other comforts during the mandatory evacuation necessitated by Hurricane Irene.

“I applaud Governor Christie for his leadership during a very difficult storm event that impacted various parts of the State in different ways”, Pagliughi said. “His leadership provided the opportunity for the Borough of Avalon to provide protection and comfort for those in need in our community. The volunteers did a tremendous job at the shelter, and we are deeply grateful for their unselfishness and dedication to community”.

Here is a partial transcript of the comments made by Governor Christie during his address to volunteers:
In a time of crisis your efforts to get people to be safe both ahead of, during, and after the storm, the cleanup, recovery, and its aftermath, rebuilt and saved lives. No question in my mind. And so today we want to take the time to say thank you. You know, when we were going through this it was an interesting experience for my family because we actually happened to be on vacation that week at the Jersey Shore. And after I delivered my line I then went back to Island Beach State Park to see my family and I saw my eleven-year-old son Patrick first when I pulled in the driveway of the house and I got out of the car and he said Dad I can’t say the word you said but we’re off the beach. We packed up that night and left and got our family back home and went back to the Regional Operations Center right here in Mercer County and what struck me the entire time was that the efforts that all of you were doing, all of us were getting credit for. We organized and planned and hopefully as well as we possibly could executed those plans. But those plans were meaningless without all of you.

And so I wanted to have this celebration today to celebrate all that you have accomplished and achieved through your simple acts of kindness and selflessness. And so when we reached out to your towns, to your counties, to your organizations, and asked you to come down here today for this celebration it was because the Lieutenant Governor and I wanted to be able to look all of you in the eye and say thank you personally, for not only how well you served your neighbors and your friends and many people I am sure you had never met before, but also to say thank you for how great you made our state look to America.

AVALON RECEIVES ENVIRONMENTAL CONSERVATION AWARD FROM COUNTY CHAMBER

(Avalon, NJ)—The Borough of Avalon received a major award from the Cape May County Chamber of Commerce on Thursday, October 20th. The Borough received the 19th annual “Environmental Conservation Award” during the chamber’s annual dinner meeting at the Wildwood Convention Center. Avalon was given the award for many innovative environmental initiatives enacted over the past 12 months.

“Avalon is honored to receive this prestigious award from the Cape May County Chamber of Commerce”, said Avalon Mayor Martin Pagliughi who accepted the award in behalf of the Borough. “In Avalon, proactive environmental initiatives are a way of life. I want to thank the Avalon Environmental Commission, Avalon Green Team, the Avalon Garden Club and other community volunteers and organizations who support the Borough’s continued environmental leadership”.

Avalon was recognized by the Chamber for many achievements over the past 12 months. The Avalon Green Team initiated a major water conservation experiment on three traffic islands on Dune Drive during 2011 and also held a very successful Green Fair on October 8th that attracted more than 1,500 people. The team also began the process of exploring energy alternatives in the Borough including the potential for a solar energy project involving the Borough and the Avalon Elementary School.

The Avalon Environmental Commission has been very instrumental with major progress involving the Borough’s Dune Vegetation Management Plan along with environmental improvements that are planned for Armacost Park. The Avalon Garden Club continued its major beautification efforts in the community.

This summer, the Borough of Avalon installed New Jersey’s first municipal electric vehicle charging station. The station is located in front of the Avalon Public Safety Complex on Dune Drive. The Borough recently installed protective turtle fencing along the north and south sides of Avalon Boulevard.

“We appreciate this recognition from the Cape May County Chamber of Commerce”, said Jim Collins, Chairman of Avalon’s all-volunteer Green Team. “Thanks to the leadership of mayor and council we are able to consider and implement many new environmental initiatives in the Borough. AVALON POLICE TO PARTICIPATE IN “NATIONAL TAKE BACK” INITIATIVE

(Avalon, NJ)—The Avalon Police Department will join many other departments throughout the State of New Jersey in the “National Prescription Drug Take Back Day” on Saturday, October 29th. Avalon Police will hold the event between the hours of 10:00am-2:00pm at the Avalon Police Department, located at the Avalon Public Safety Building at 31st Street and Dune Drive in Avalon.

“We are very pleased to offer this opportunity to Avalon residents who want to properly dispose of unwanted or expired prescription medication”, said Avalon Police Chief David Dean. “Too often, prescription medication finds its way into the hands of individuals who abuse the medications. Avalon Police will be available to accept these prescription medications for proper disposal”.

The program is coordinated by the United States Department of Justice and the Drug Enforcement Administration. More than seven million Americans currently abuse prescription drugs, according to the 2009 Substance Abuse and Mental Health Services Administration’s national survey on Drug Use and Health. Each day, approximately 2,500 teens use prescription drugs to get high for the first time according to the Partnership for a Drug Free America. Studies also show that a majority of the abused prescription drugs are obtained from family and friends.

There were two “drug take back” days in held during the previous 13 months in the United States. During those events, more than 4,000 local and state law enforcement agencies participated in the events, collecting more than 309 tons of pills.

Although the DEA program is run every six months, the Avalon Police Department accepts unwanted medications throughout the year, free of charge. This is done to prevent dangerous medications from getting into the wrong hands or into the ground water supply from improper disposal. Avalon Police ask that any liquid medications are tightly secured and any personal identifiers, such as your name and address, are removed from the containers.

If you have any questions, please call the Avalon Police Department at (609) 967-3411.

BOROUGH OF AVALON TO OFFER AMERICAN RED CROSS SHELTER TRAINING

(Avalon, NJ)—Have you ever thought about volunteering at an American Red Cross shelter during a storm event similar to this summer’s Hurricane Irene? In just one evening, you can be trained to be an American Red Cross shelter volunteer to ensure that when the next major storm arrives, you can volunteer at the shelter designated for the Borough of Avalon or any other community.

“The Borough of Avalon is proud to offer this shelter training course to the public”, said Avalon Mayor Martin Pagliughi who also serves the Borough as Emergency Management Coordinator. “We know the spirit of volunteerism is very much alive and well in Avalon and our residents want to offer their time and resources during storm events. This American Red Cross shelter training course will give them the ability to help at our shelter when the time of need arrives”.

The American Red Cross will hold the shelter training course on Thursday, October 27th, at 6:30pm. The course is free and will be held inside the Avalon Volunteer Fire Department meeting room on the second floor of the firehouse located at 31st Street and Dune Drive in Avalon. There is plenty of free parking behind the firehouse for people who attend the class. The course is open to the public and available to all residents of Avalon and surrounding communities.

This class prepares volunteers to assist in setting up a shelter; greet and welcome shelter residents; receive
and set up materials and food for residents; and manage the general operations of the shelter while meeting
the needs of its residents.

For more information about the shelter class, please visit the official website for the Borough of Avalon, www.avalonboro.org or visit the website for the Southern Shore Chapter of the American Red Cross at

AVALON POLICE TO PARTICIPATE IN “PUT THE BRAKES ON FATALITIES DAY

(Avalon, NJ)—The Avalon Police Department will once again participate in a one-day nationwide effort to increase awareness about safe driving behaviors and keep state roadways fatality free for one day. “Put The Brakes On Fatalities Day” will take place this year on Columbus Day, Monday, October 10th, 2011.

“Avalon is proud to once again support this effort to promote safe driving habits”, said Avalon Police Chief David Dean. “Each year, beach communities including Avalon experience hundreds of thousands of motorists who have never visited before, especially during a holiday weekend. We are pleased to proactively promote and enforce safe driving behavior during this event”.

“Put The Brakes On Fatalities Day” is a nationwide law enforcement initiative designed to unite the country in moving toward zero fatalities for one full day by encouraging motorists to obey all traffic laws, including buckling up, every ride; driving the posted speed limit; avoiding distractions while driving; and always being safe and sober behind the wheel.

Last year in New Jersey, 556 individuals lost their lives in motor vehicle-related crashes, down from 583 in 2009. The decline continues a four-year downward trend in motor vehicle fatalities and marks the lowest number of recorded motor vehicle deaths in the state since the 1940s.

“Clearly this effort is working”, Chief Dean said. “The ‘Put The Brakes On Fatalities Day’ not only raises awareness about the individual responsibility we have for our driving behaviors but also engages drivers in making positive changes while behind the wheel every day of the year”.
AVALON TO HOST 3RD ANNUAL GREEN FAIR ON SATURDAY, OCTOBER 8TH

(Avalon, NJ)--You see it every day throughout the Borough of Avalon. People are buying energy-efficient light bulbs, installing solar panels on roofs, and exploring new innovative ways to water their lawns and gardens.

Going green is not just a fad, it is a way of life in Avalon. The green movement continues in the Borough on Saturday, October 8th, as the Avalon Green Team presents the 3rd Annual Avalon Green Fair at Avalon Community Hall at 30th Street and the beach. The event runs from 10:00am-3:00pm and is free.

“We are really thrilled at the response during the first two Avalon Green Fairs”, said Avalon Green Team Chairman Jim Collins. “Avalon residents have extraordinary interest and investment in environmental responsibility to use our resources wisely and to cut down on their energy bills. I believe this year’s Green Fair will be the best yet with new topics, information, and results of an innovative water conservation survey”.

This year’s Avalon Green Fair is again sponsored by Barth Plumbing, Heating and Cooling, a Hutchinson Company. Supporting sponsors include John Deere Landscaping, Hunter, and Toro who have all been active participants in the Borough’s water conservation experiment on three traffic islands in our community.

The Green Fair will feature over 20 exhibitors who will present their expertise on a wide range of subjects. Property owners will be able to inquire about energy audits, solar energy, smart landscaping, water conservation and other topics. Free environmentally-friendly tote bags filled with information will be handed out to the first 1,000 visitors to the Green Fair.

Avalon organizations will also be an active part of the Green Fair. The Avalon Environmental Commission and the Avalon Garden Club will be represented at the fair. The Cape May County Technical High School will have a display along with the dozens of vendors and organizations who will be glad to discuss the pros and cons of energy solutions with the public.

“These vendors do not participate to specifically sell their products or services”, Collins said. “It is their chance to spend time with the public and engage in discussion about the various energy alternatives available to everyone in Avalon. If you have any questions about solar energy, smart landscaping, and everything in between, the Avalon Green Fair provides the opportunity for education and empowerment”.

The Borough of Avalon will be on hand to discuss the various services that are offered to the community on a year-‘round basis. There will be information regarding Avalon’s new electric vehicle charging station located in front of the Avalon Public Safety Building.

The Avalon Green Fair will also provide the public’s first opportunity to see data related to the Borough’s ambitious water conservation experiment on three traffic islands along Dune Drive. In the spring, three different irrigation technologies were used on the traffic islands were used to keep the islands healthy and green. Irrigation data from the experiment will be on display along with graphic illustrations. A volunteer committee in Avalon partnered with professional product manufacturers and landscapers to constantly monitor the experiment and make necessary adjustments.

“Residents will be able to view these displays and receive a handout that shows actual water volume usage and an abstract about the experiment”, Collins said. “The Green Fair will allow us to simply present the results of the experiment including what went right and what went wrong. We have learned beyond a question of a doubt that rain sensors and so-called ‘smart systems’ definitely reduce the volume of water needed to provide green, healthy grass”.

The Avalon Green Fair is held each year inside Avalon Community Hall, right next door to the Avalon Chamber of Commerce Seafood Festival which takes place in the parking lot on the north side of the building on Saturday and Sunday, October 8th and 9th.

Following is information provided by the county of Cape May regarding a local bridge project
COUNTY BEGINS FINAL PHASE OF AVALON BOULEVARD BRIDGE PROJECT

(Cape May Court House, NJ)-- Cape May County Engineer Dale Foster announced that the County will start phase three of the Rehabilitation and Widening Project for Avalon Boulevard (County Road No. 601) Bridge over Avalon Canal next week. Foster said, “The general contractor, Mugrose Construction, Inc. will be moving into the third phase of the project on September 26, 2011, weather permitting.” Foster added, “This new phase of construction, expected to be completed by early November, consists of removing and replacing the concrete deck in the middle portion of the bridge.” The entire project is expected to be complete in early December.

Mugrose Construction will be placing concrete construction barrier curbs to close off the center portion of the bridge. Inbound (eastbound) traffic will be limited to one lane along the south side of the bridge. Outbound (westbound) traffic will be in one lane along the north side of the bridge. Also, the existing deck will be removed and replaced with a slightly thicker, reinforced concrete deck. Because the new deck is thicker, lightweight concrete is being used to reduce the loading on the bridge.

Once completed, the rehabilitated bridge will provide two inbound lanes with one being a dedicated left turn lane, one outbound lane, four foot wide shoulders along both sides, and a six foot sidewalk along the north side of the bridge. Additionally, streetlights on the bridge are the same design as the ones on Dune Drive in Avalon.

This phase of construction is part of a $3,448,774 contract awarded by the Cape May County Board of Chosen Freeholders in June 2010 and paid for by Federal funds.

For additional information, please contact the Cape May County Public Works Department at (609) 465-1035 or by email at countyengineer@co.cape-may.nj.us

AVALON TO RECEIVE ARTIFACT FROM WORLD TRADE CENTER FOR MEMORIAL
Artifact comes to Avalon September 8th; special ceremony to be held on September 11th

(Avalon, NJ)—A 12-foot piece of the World Trade Center is coming to the Borough of Avalon three days before the United States commemorates the tenth anniversary of the terroristic attack on the United States. The artifact will be part of a special ceremony to be held in Avalon on Sunday, September 11th, 2011. Avalon has been told that the piece of steel is 12 feet long, about two feet wide, and weighs nearly 1,800 pounds.

“We are giving the public two opportunities to see this special piece of the World Trade Center before it becomes part of a permanent memorial in the Borough of Avalon”, said Avalon Mayor Martin Pagliughi. “Avalon has worked hard to secure this artifact to serve as a daily remembrance of the lives that were lost and the heroic efforts of the public safety community throughout our country ten years ago”.

The Borough of Avalon worked with a special division of the Port Authority of New York and New Jersey to secure this piece of the World Trade Center. Avalon received notification that the piece would be released to the community before the summer. On Wednesday, August 31st Avalon learned that the piece would be given to the community on Thursday, September 8th at John F. Kennedy Airport in New York City. Mayor Martin Pagliughi, the Avalon Department of Public Works, Avalon Rescue Squad Chief Kevin Scarpa, and Avalon Public Information Officer Scott Wahl will formally accept the piece in behalf of the Borough.

Later in the evening, Avalon will bring the artifact into the community draped in an American flag. The Avalon Fire Department, Avalon Police Department, and Avalon Rescue Squad will welcome the piece at the Avalon Public Safety Building at 31st Street and Dune Drive. The truck carrying the piece of the World Trade Center will come into town via Avalon Boulevard. The American flag will be removed from the artifact and the mayor will make brief comments to the community.

On Sunday, September 11th at 12 Noon the Borough of Avalon will have a special 9/11 Remembrance Ceremony at 11th Street and Dune Drive at the baseball field. The ceremony will take place on the south side of three flags that surround a special 9-11 remembrance plaque that was presented to the community after the attack on America. During the ceremony, Avalon public safety members who responded to the World Trade Center location after the attack will share their thoughts and appreciation for a permanent memorial that will remain in Avalon for generations.

“It’s very important to know that Avalon joined countless other public safety responders from New Jersey in responding to the attack in New York City”, Pagliughi said. “This piece of the World Trade Center will serve as an everlasting thank you and tribute to not only the lives we lost on that day, but as a thanks to the emergency responders who put service to their fellow Americans above themselves and their families to help our country recover from this cowardly attack”.
